In a scene prior to that Robert Redford's college professor character gives an anecdote about how anytime a prominent member of the GOP says they aren't running it most certainly means that they are.
Honestly, I'm hoping for the GOP field to be flooded with Presidential contenders. It will be great entertainment to watch the GOP tear themselves apart more and more while they race to the bottom, just to find that perfect gimmick to get behind.
