"Torso" is the graphic novel by Brian Micheal Bendis and Marc Andreyko that tells the story of a serial killer in Cleveland, Ohio that is hunted by famed FBI agen Elliot Ness.
But, Fincher and his producers probably won't be able to keep the film as true to the source material as they'd like to:
Ohio risks losing a $100 million movie project to another state -- possibly Michigan -- unless state officials quickly grant the Hollywood producers tax breaks.
Paramount Studios wants to shoot "Torso," a big-budget production that will star Matt Damon as Eliot Ness, early next year in Cleveland. But studio officials say they need incentives to film in the state.

Ehren Kruger ( who wrote Arlington Road and adapted The Ring ) penned the script and Matt Damon is reportedly going to play Ness.
